About Our Client

Our client is one of India's leading integrated steel and manufacturing organizations, undertaking large-scale greenfield and brownfield capital projects. As part of strengthening its Project Management Office (PMO), the organization is seeking an experienced Health & Safety leader to establish best-in-class safety governance across complex industrial construction and project environments.

Job Description

Reporting to the Chief PMO, you will:

  • Lead Health & Safety management across large-scale industrial capital projects, from engineering and construction through commissioning.
  • Establish and institutionalize project-specific HSE management systems aligned with ISO 45001 and corporate safety standards.
  • Drive a Zero Harm philosophy, with a strong focus on eliminating high-potential incidents and improving TRIR/LTIFR performance.
  • Establish HSE standards, procedures, Life Saving Rules, and governance frameworks across projects.
  • Lead proactive risk identification and controls for heavy lifting, working at height, confined spaces, electrical activities, construction, and commissioning.
  • Lead and participate in HAZID, HAZOP, SIMOPS, constructability and project safety reviews throughout the project lifecycle.
  • Establish robust Permit-to-Work, LOTO/isolation, and commissioning safety systems.
  • Drive HSE performance of EPC/EPCM contractors, OEMs, subcontractors, and construction partners through audits, assessments, scorecards, and interventions.
  • Conduct contractor HSE capability assessments and ensure effective safety onboarding before mobilization.
  • Integrate HSE requirements into engineering, procurement, construction planning, contractor selection, and commissioning readiness.
  • Establish leading-indicator frameworks covering near misses, safety observations, critical-risk controls, audits, and corrective actions.
  • Lead incident investigations, root-cause analysis, and implementation of sustainable corrective and preventive actions.
  • Ensure complete compliance with statutory, environmental, occupational health, and safety requirements.
  • Establish emergency preparedness and crisis-management systems and ensure periodic testing through drills and simulations.
  • Provide executive-level HSE dashboards, risk insights, and performance reporting to the PMO and senior leadership.
  • Build an interdependent safety culture through visible leadership, workforce engagement, coaching, and behaviour-based safety programs.

The Successful Applicant

  • Holds a Bachelor's degree in Engineering, Occupational Health & Safety, or a related discipline.
  • Brings 15-20 years of progressive HSE experience, with significant leadership exposure on large-scale industrial projects.
  • Has strong experience in construction/site safety for major greenfield or brownfield capital projects, preferably within steel, metals, oil & gas, petrochemicals, power, or other heavy process industries.
  • Demonstrates hands-on experience managing HSE across EPC/EPCM contractors, OEMs, subcontractors, and large construction workforces.
  • Has deep understanding of high-risk construction activities including heavy lifting, work at height, electrical safety, confined spaces, SIMOPS, and commissioning.
  • Has experience implementing comprehensive ISO 45001-aligned HSE management systems.
  • Brings strong exposure to HAZID, HAZOP, PTW, LOTO, incident investigation, critical-risk management, and emergency preparedness.
  • NEBOSH, IOSH, ISO 45001 Lead Auditor, or equivalent professional certification is preferred.
  • Demonstrates strong safety analytics, governance, reporting, and performance-management capabilities.
  • Has the leadership presence to challenge unsafe practices and influence senior project leaders, contractors, and multidisciplinary teams.
