What Does GSTN Do?

GSTN has built Indirect Taxation platform for GST to help taxpayers in India to prepare, file returns, make payments of indirect tax liabilities and do other compliances. It provides IT infrastructure and services to the Central & State Governments, taxpayers and other stakeholders for implementation of GST in India.

The GST System Project has not only provided a strong IT Infrastructure to capture, process and exchange information amongst the stakeholders (including taxpayers, States and Central Governments, Accounting Offices, Banks and RBI), it has unified various platforms across different govt. bodies to provide an integrated platform.

In gist, the responsibilities include but are not limited to :

  • GST System Application design, development and operation
  • Taxpayer Migration from erstwhile regime to GST regime
  • IT Infrastructure procurement, commissioning with state-of-an-art Security apparatus
  • Systemic resilience against failures and Disaster Recovery mechanism
  • Helpdesk Setup and Operations
  • Training and Capacity Building
  • GST Eco-System creation and management (GSPs)
  • Backend system for 27 States/UTs for assessments, appeal etc

Brief History of GSTN

GSTN is a not for profit, limited by shares, Government Company. It was incorporated on 28th March, 2013 under Section 25 of the Companies Act, 1956 (Now Section 8 of the Companies Act, 2013). The company is headed by a Chairman who is appointed by the Government. The Chief Executive Officer (CEO) is the overall in-charge of the functioning of the Company. The Board of GSTN in its 49th Board Meeting held on 30th June, 2022 has approved the conversion of GSTN into Government Company and hence 100% of the shareholding being held by Government (50% with Union Government and 50% jointly with State Governments & UTs) in GSTN.

IT Strategy

Designing a system of Unprecedented tax regime at the scale of merging tax systems of 36 states/UTs and CBIC into a single system was a significant challenge of sorts. The architecture has been flexible yet robust to handle traffic of 1.3 cr. taxpayers.

The use of open source technologies, platform design philosophy, multi-tier design, data encryption helped to design state of art platform which is not only highly available fault tolerant but is also highy agile for integration across banks, RBI, GST suvidha providers.

Like any successful launch, there were following challenges that were catered to- training massive tax officers on the new system on a short notice, build a system which is robust yet editable to change in laws & policies, enable large number transactions on last day of filling.

Key Projects

Invoice Incentivisation

Mera Bill Mera Adhikaar is conceptualised as scheme which incentivises citizens & consumers to ask for genuine invoices from the seller when making business to consumer (B2C) purchase of goods or services. 

GSTN, with its partner for this application (M/s e-connect Solutions Pvt. Ltd.), is developing a technology platform which will enable citizens to register themselves and upload invoices on a user friendly mobile application and portal. 

E- Way Bill

E-way bill is an electronic document generated on the E-Way Bill portal evidencing movement of goods. It has two Components-Part A comprising of details of GSTIN of recipient, place of delivery (PIN Code), invoice or challan number and date, value of goods, HSN code, transport document number (Goods Receipt Number or Railway Receipt Number or Airway Bill Number or Bill of Lading Number) and reasons for transportation; and Part B comprising of transporter details (Vehicle number). 

E-Invoice

GST e-invoice System is a path-breaking initiative which is going to revolutionize the way businesses interact with each other. ‘e-invoicing’ essentially involves reporting details of specified GST documents to a Government-notified portal and obtaining a reference number.

Huge advancements in technology sophistication, increased penetration of internet along with availability of computer systems at reasonable cost has made ‘e-invoice’, a popular choice worldwide.

TINXYYS

Tax Information Exchange System (TINXSYS) is a centralized system facilitating information exchange among Commercial Tax Departments (CTDs) of all States for better administration of inter-state trade.

It is a common technology platform connecting the systems of Commercial Tax Departments (CTDs) of 34 States and Union Territories (UTs) of India, excluding Andaman & Nicobar & Lakshadweep. The platform also provides MIS & BI reports for monitoring of inter state movements by commercial tax department & EC.

About the Employees

GSTN has a total team size of 150 employees across verticals with tech team contributing around 60 people. The employees consist of officers from the Government on deputation and persons hired from the Corporate sector drawing market driven salaries. The attrition is lower than industry standards <6%, thanks to the strong values company adheres to. 

Average tenure of senior management in the org. is 6-7 years, which collaborates the company's drive for business excellence along with employee well-being.
